Yes.  
 
$ rpm -qa | grep pam-devel
pam-devel-0.99.7.1-5.1.fc7

I look at ./likewise-open-4.0.0-release/winbindd/source/configure.in:4496, and I think the PAM header checks do not happen unless --with-pam is passed on the configure line.
 
If I run ./likewise-open-4.0.0-release/Configure.sh with --with-pam then the compile works.
