I'd just set the require-membership-of setting in
/etc/security/pam_lwidentity.conf to an AD group whose members
should be able to logon.  Everyone else would be denied.

Wait on RedHat to package it for RHEL :-)  Or include your
own mono package.  We also have a native GTK join replacement
in the works.
