This is mainly for servers. We simply don't want to rely on 
network-based auth in the event of network issues or general Windows 
unreachability. Obviously there's always console or fallback local-only 
users, but that gets a bit more complex.

Plus we want a bit more direct control than having to install a separate 
software agent on everything.
